Ismael studied at the seminary in Bogotá, Colombia, and the Latin American Pontifical College in Rome, Italy where he was ordained a priest for the diocese of Garzón, Colombia on 19 December 1896. He earned a degree in theology at the Gregorian University, studied in Paris, France, and then returned to Colombia to serve as a professor and vice-rector of the seminary in Garzón. Chosen the first bishop of the diocese of Ibagué, Colombia on 8 June 1903. Appointed the co-adjutor archbishop of Bogotá, Colombia and titular archbishop of Traianopolis in Rhodope on 5 February 1923, and then archbishop of Bogotá and primate of Colombia on 2 January 1928 where he served for over 20 years.
