Son of Ottavio Alessandro Falletti, the Marquess of Barolo, and Paolina d’Oncieu; he was the last descendant of the noble Falletti family. Carlo met Venerable Giulia Colbert while serving at the court of Napoleon I, and they were married in Paris, France on 18 August 1807. Made a count in the French empire in 1810. The couple had no children of their own, but cared for many, especially orphans and the neglected, through their active charity work in Turin, Italy. Helped found a home for former female prisoners and reformed prostitutes in Turin in 1823. Distributed heating wood to the poor during a severe winter in 1825 to 1826. Mayor of Turin from 1 January 1826 to 31 January 1827. Helped found a craft school and a bank for small accounts in 1827. Co-founded the Congregation of the Sisters of Saint Anne, an order dedicated to educating children. Cared for victims of a cholera outbreak in 1835. Awarded the title of Commander of the Order of Saints Maurice and Lazarus for his good works.
