Received a doctorate in civil law from the University of Salamanca in 1908. Founded the Asociación Católica Nacional de Propagandista in 1908. Purchased the Catholic newspaper El Debate in 1911, edited it, and made it one of the most read newspapers in Spain. Member of Catholic Action; elected president of the organization in 1933. Priest in the diocese of Santander, Spain, ordained on 28 July 1940. Parish priest in Santander. Bishop of Málaga, Spain from 24 April 1947 to 27 August 1966. Founded the Leo XIII Social Institute in 1951. Elevated to Cardinal-Priest of Sacro Cuore di Maria on 22 February 1965 by Pope Paul VI. Council Father of Vatican II. Founded the Fundacion Pablo VI for promoting the social doctrine of the Church in Spain. His Cause for Canonization has opened.
